TfN’s Constitution provides senior officers with
powers to take delegated decisions where necessary, and the Chief
Executive’s powers are wide enough to allow him to take
decisions on any urgent matter in the interests of TfN, having
consulted with the Chair or members by such method as he may
determine. Whilst formal decision making meetings must now be held
in person, Covid-19 legal restrictions also remain in place, so
this meeting is convened not as a formal Rail North Committee
meeting with personal attendance by members and public, but as a
“virtual” consultation meeting following which the
Chief Executive may take whatever decisions are necessary having
consulted with Members. In all other respects, the Consultation
Call meetings has been set up to comply with other legal
requirements which apply to committee meetings, and the public can
view it online, both live and after the meeting.
