The Audit and Governance Committee is a key component of corporate governance providing an independent, high-level focus on the audit, assurance and reporting framework underpinning financial management and governance arrangements.
The General Purposes Committee has power to determine any matter which is not reserved to the Transport for the North Board nor delegated to the Rail North Committee and which is not decided by the Chief Executive under his delegated authority.
The Rail North Committee advises the Transport for the North Board on rail services and infrastructure improvements and all matters relating to rail franchise and contract management in the Rail North area.
TfN’s Constitution provides senior officers with powers to take delegated decisions where necessary, and the Chief Executive’s powers are wide enough to allow him to take decisions on any urgent matter in the interests of TfN, having consulted with the Chair or members by such method as he may determine. Whilst formal decision making meetings must now be held in person, Covid-19 legal restrictions also remain in place, so this meeting is convened not as a formal Rail North Committee meeting with personal attendance by members and public, but as a “virtual” consultation meeting following which the Chief Executive may take whatever decisions are necessary having consulted with Members. In all other respects, the Consultation Call meetings has been set up to comply with other legal requirements which apply to committee meetings, and the public can view it online, both live and after the meeting.
The Scrutiny Committee consists of twenty Local Authority Members from across the North and has been established to review the decisions of the Transport for the North Board. Members can scrutinise and challenge the arrangements, and investigate matters of strategic importance to residents, those travelling within the combined administrative areas, and other stakeholders.

Transport for the North is a Sub-national Transport Body with functions in relation to transport strategy and infrastructure development. Our Board is made up of the Leaders from all the 20 Local Authorities and 11 Local Enterprise Partnerships across the North of England, the Rail North Authorities from outside of the Transport for the North area and our delivery partners. The Transport for the North area comprises the combined administrative areas of our 20 Constituent Authorities.
